Bluestem Capital Partners specializes in providing municipal advisory services to Nebraska Community Improvement Districts (CIDs) and Sanitary and Improvement Districts (SIDs). As such, we have a fiduciary duty to each of the Districts we serve. In every action we take, we always place our client’s interests above all others, including our own.
Bluestem Capital Partners was founded in 1994 as Kuehl Capital, an underwriting firm within the municipal securities industry. The firm quickly grew to manage a majority of the SID market in Nebraska. In 2012, Bluestem shifted its focus to become the municipal advisory firm it is today, specializing in Sanitary and Improvement Districts (SIDs). With the introduction of Community Improvement Districts (CIDs) in 2026, the firm expanded its advisory services to support this new financing tool. As fiduciaries, we advise our clients on the financial feasibility of their infrastructure projects—helping transform undeveloped land into thriving communities.
Managing Director
& Co-Owner
J.P. attended the University of Nebraska–Omaha, where he earned a triple major in Business Finance, Banking and Financial Markets, and Investment Science and Portfolio Management. He also completed a minor in Real Estate and went on to earn his Master of Business Administration. During his time at UNO, J.P. was a member of the hockey team from 2005 to 2009.
He joined Bluestem Capital Partners (formerly Kuehl Capital) in 2009, where he began advising Sanitary and Improvement Districts. In 2023, J.P. was named Managing Director and now oversees the firm’s operations and strategic initiatives. That same year, he became an executive board member of the Welcome Home Coalition, a role he continues to serve in today.
Managing Director
& Co-Owner
Adam earned both his Bachelor of Science in Finance and his Master of Business Administration, with a concentration in Finance, from the University of Nebraska–Lincoln. He began his professional career at West Gate Bank, first as an analyst and later as a commercial lender, where he specialized in residential construction lending and land development.
In 2014, Adam joined Bluestem Capital Partners (formerly Kuehl Capital), where he began advising Sanitary and Improvement Districts. He was named Managing Director in 2023 and now oversees the firm’s operations and strategic initiatives. That same year, Adam also stepped into leadership roles with the Welcome Home Coalition, serving as both an executive board member and treasurer—positions he continues to hold today.
Director of Operations
& Co-Owner
Jeff earned his Bachelor of Science in General Studies and English from the University of Nebraska–Omaha. He joined Bluestem Capital Partners (formerly Kuehl Capital) in 2001 and has been a key part of the firm’s operations for over two decades.
Since 2007, Jeff has served as Director of Operations, with a heavy focus on data management, contractor relations, and oversight of short-term debt issued by Sanitary and Improvement Districts.
Vice President
Amanda holds a Bachelor’s degree in Business Administration with an emphasis in Accounting from Doane University, where she was a student-athlete on the track and field team, as well as an MBA from the University of Nebraska–Lincoln. She joined Bluestem Capital Partners in 2023, bringing over 13 years of experience in financial underwriting.
Prior to Bluestem, Amanda served as a Credit Analyst and Commercial Lender at community banks in Lincoln and Omaha, where she specialized in commercial real estate and land development, including the financing of Sanitary and Improvement Districts (SIDs). Her expertise spans financial analysis, debt structuring, and advising communities and developers through complex public financing processes.
Amanda was a member of Leadership Omaha Class 45 and is active in Commercial Real Estate Women (CREW) Omaha, where she has served as Treasurer since 2024.
Vice President
Jenn earned her Bachelor of Science in Business Administration, majoring in Actuarial Science, from the University of Nebraska–Lincoln. Prior to joining Bluestem Capital Partners, she spent nearly 15 years at a $5.5B regional bank, where she managed and originated commercial real estate loans in Omaha and oversaw the bank’s regional tax credit investment portfolio.
Jenn joined Bluestem in 2026 as Vice President, where she advises Sanitary and Improvement Districts. Outside of her work, she is active in Commercial Real Estate Women (CREW) Omaha, serving as President in 2025. She also volunteers with Front Porch Investments and the Completely Kids Guild, and was recognized as a Midlands Business Journal 40 Under 40 honoree in 2022.
Operations and Marketing Officer
Laurie earned her Bachelor of Science in Business Administration from the University of Nebraska–Lincoln in 1997. She began her career at First National Bank of Omaha, where she completed the Management Trainee program before moving into a role as an FIS Account Manager for the Lauritzen Banks.
She later spent 14 years with First National Capital Markets, where she began working with Sanitary and Improvement Districts as part of the Settlement Team. In 2014, Laurie joined Bluestem Capital Partners (formerly Kuehl Capital), where her role focuses on short-term debt issued by SIDs, along with contract management and company marketing.
Chief Compliance Officer
Megan earned her Bachelor of Science in Finance and Banking from the University of Nebraska–Omaha. She began her professional career at NorthStar, where she held a range of roles spanning from Fund Accountant to Client Relationship Manager, before transitioning to the firm’s affiliated broker-dealer as a compliance specialist.
In 2025, Megan joined Bluestem Capital Partners, where she serves as Accounting Manager and Chief Compliance Officer, overseeing financial operations and regulatory compliance.
Bond Administrator
Faith earned a Bachelor of Science in Psychology, with minors in Biology and Sociology, from the University of Nebraska–Lincoln. After graduation, she began her career at Bluestem Capital Partners (formerly Kuehl Capital) as an administrative assistant, where she supported the organization of materials for Sanitary and Improvement District (SID) meetings.
She now serves as Bluestem’s Bond Administrator, working closely with underwriters, county treasurers, paying agents, and district officials to ensure bonds are closed correctly.
Senior Financial Analyst
Brittney earned both her Bachelor of Science in Business Administration, with a concentration in Finance, and her Master of Investment Management and Financial Analysis from Creighton University, where she was a member of the softball team. She joined Bluestem Capital Partners in 2022 as a Financial Analyst, where she advises municipal clients on debt issuance, budgeting, and long-term financial planning through advanced analysis and financial modeling, with a particular focus on bond issuance.
Brittney has been an active member of Commercial Real Estate Women (CREW) Omaha since 2023.
Financial Analyst
Thomas holds a Bachelor of Science in Business from the University of Nebraska–Omaha and competed as a collegiate basketball player at Rockhurst University. He began his professional career at Fiserv, where he served as a Project Manager overseeing the onboarding of debt clients.
In 2026, Thomas joined Bluestem Capital Partners as a Financial Analyst, where he advises Sanitary and Improvement Districts, leveraging advanced financial modeling and analysis to support municipal clients across budgeting, long-term planning, and bond issuance strategies.
