Why Use a Community Improvement District
CIDs function as a public-private partnership between the developer, city or village, and county.
Legislation establishing the Community Improvement District (CID) Act was introduced into Nebraska state law in 2026. CIDs were created as a financing tool to support the installation and improvement of public infrastructure and amenities that benefit residential, commercial, and industrial development.
Designed to promote both new development and redevelopment, CIDs provide an economic incentive to advance projects that may otherwise be financially challenging—while helping support attainable housing and broader community growth across the state. The CID structure reduces upfront financial risk for municipalities and developers by leveraging tax-exempt financing repaid through district-generated revenues.
